Great question!
Practically, I think they are the same. You might be able to make a point that “That sounds like fun” is slightly less definite than “That sounds fun”, but I don’t think a listener would infer a difference. It’s all informal.

A more complete sentence might be:

That sounds like it would be fun.
or
Your suggestion sounds like it would be fun.

Along with:
That sounds like fun.
That sounds fun.

They all have the same meaning.

This is used in a lot of situations.

A: Let’s go to the beach.
B: That sounds like fun.

A: Joe fell off his bicycle again.
B: That sounds like him. He always was clumsy.

A: My faucet is dripping.
B: That sounds like a bad washer.
( washer = the rubber seal)

A: We are out of milk, bread and rice.
B: Sounds like it’s time to go grocery shopping.
