Presumably because the sound is still going on when A starts to speak, but has stopped by the time B speaks.
Either that or the speakers just weren’t being particularly careful about their tenses.

I agree that ‘did you …?’ would make better sense in that dialogue in view of the response ‘B’ gives using ‘was’.
