Swung Dash ~ Tilde

I’m seeing the swung dash (tilde) used in BrE writing as an alternative to the em dash. Is this acceptable usage?

Example:

[i]Her qualities ~ perseverance, dedication and commitment ~ are admirable.
There’s only man for that job ~ Jack.
[/i]

So many aspects of punctuation do not follow a hard and fast rule. If it’s in widespread use, it’s acceptable. I must say that I have never seen that, but suspect it’s because it’s much easier to create a tilde [color=blue]~ on a keyboard than to create an en dash [color=blue]– or an em dash [color=blue]— .
