I have the sentence: ‘This is the strangest dream I have ever had.’
but what about this sentence: 'This was the strangest dream I ever had./ or I had ever had. Which form is correct?

Both are possible in appropriate contexts.
Usually with compound verbs the adverb comes between the auxiliary and the past participle and so ‘I had ever had …’ would be preferable
