Isn’t this sentence ambiguous?
Did the rebels do the shooting or did they get shot?

How about:

2-The killing of the dog was annoying to watch.

Did the dog do the killing or was it killed?

By using the constructions the killing of/the shooting of or similar constructions the meaning has to indicate that both actions were done by the subject(s) unknown.

Consider: The passing of that law has resulted in an increase in arrests = Somebody passed that law /that law was passed and as a result there has been an icrease in arrests
