I have gone through some articles related to that phrase and i have found that this phrase is mostly used in context with an assembly or a political party or a high court bench or any political or authorized party/team.
it may have the meaning that A decision by the particular object has been taken place(which is not to work together on not to coexist) earlier in the time and the object is still on the decision and denies to process further on the decision made.(i.e. “stands dissolved” ).

As I said, it’s not a sentence, just a phrase. From what you say it appears to just be an indication of the status of the treaty, though it does not seem likely that the meaning is that a decision has not been reached. It is more likely to me that it indicates the treaty no longer exists - it’s been terminated.

as i understand the meaning of this phrase now that with the use of this phrase the significance of the doer becomes unimportant while it remains with the use of “was dissolved”.
