Can it be modified as following sentence?
“Now, we have a tool that is simple to use and highly predictive of survival after a heart transplant, and can help guide organ allocation decisions.”

By the way, is “simple-to-use” an idiom? Is it welcome if we coin such adjective by ourselves? Ex:

  1. This is a comfortable-to-ride bicycle.
  2. English is a hard-to-learn language.
  3. Justin is an easy-to-cheat man.

It can be modified in the way you suggest.

It’s not really an idiom because it is quite literal. It is a common expression though.
Your other phrases are not so standard, but as long as they are logical (as those are) I don’t think anyone would query their usage.
