Shouldn't it be "of whom" instead?

There are approximately 14 million Seventh-day Adventists worldwide, with perhaps another 7 million people more loosely associated with the Church. There are nearly 25,000 Seventh-day Adventists in the UK, of which approximately 13,000 live in London where there are 60 congregations. (2005 statistics)

Shouldn’t it be “of whom” instead?

A strict grammarian would say it should be “whom”. In practice, it’s fine the way it is.

People almost never use the word “whom” in any context. “Whom” almost always sounds snobby to me.

“Whom” is fading from the English language. Grammarians tend to hang onto the past long after a supposed rule should fade into oblivion. Even professional writers are slowly letting the word “whom” die.

But English teachers are the last ones to adapt to change in the language. So if it shows up on an English test, “of which” in the above sentence would be marked as incorrect.
