Yes, it should be ‘highlights’, since the subject of your sentence - ‘the persecution of drag artists such as that of Pura Luka Vega.’ - is singular.

Note: you say and write: ‘such as that of’ or ‘like that of’, also ‘persecution’ is C and U. In your sentence it is C, because you added the definite article. C and U ofcourse meaning: countable and uncountable resp.

‘SV-concord’ is ofcourse subject-verb concord. ‘Of drag artists’ is a prepositional phrase, functioning as an adjectival constituent, expressing possession or association. ‘Such as that of Pura Luka Vega’ is both a comparative phrase and an appositive phrase also functioning as an adjectival constituent, giving us more details about, renaming and enhancing our comprehension of the noun it refers to, namely ‘that’. All these parts of speech form the subject of your sentence, as far as I’m concerned. Nevertheless, it remains a singular subject and there can only be concord or agreement by using a singular verb form, in this case ‘highlights’. Don’t get confused by the plural noun ‘dragartists’
