Shouldn't it be "have access" instead of "has access"?

There are many concerns regarding the issue of bottled water in Singapore, granted that Singapore is one of the few countries in Asia that has access to safe tap water. In spite of this, people mistrust tap water and prefer choosing bottled water instead.

To my ear, it sounds fine either way.

To analyze text, I like to delete the prepositional phrases.
“… granted that Singapore is one … that has access to safe tap water.”

But, I really can’t blame you if you associate “have” with “countries”, rather than “Singapore”, thinking of the phrase “countries that have access to safe tap water.”

Either way, you’re saying that Singapore has safe tap water.
