Should it be "when" instead of "where"?

This was during the start of the Covid-19 pandemic, where food and beverage (F&B) businesses like Chew’s were badly hit.

Should it be “when” instead of “where”?

You could use “when” there, but “where” also works. It is used for more than just “location”, but also in general “circumstances “.
