More context would help. I think “seeing him off” is probably the better choice of words.
I think “sending him off” might be used by some people with the same meaning. I’m pretty sure I’ve heard it said this way before but not often.

I think “sending someone off” implies that the speaker had - or feels that they had - something to do with it.
“They’re sending their daughter off to school.”
“His boss is sending him off to Peru.”
This could be simply be seeing that he got off safely, or an emotional commitment.
