Should it be "it's time I told you..." instead?

(CNN) - “I think it’s time I tell you what I tell my family,” California Governor Gavin Newsom said in a stark news conference overnight as he ordered all 40 million residents of America’s most populous state to stay at home. “This is not a permanent state, it is a moment in time … We will look back at these decisions as pivotal.”

Should it be “it’s time I told you…” instead?

Yes, it should be ‘It’s time I told you what I told my family.’ as in ‘It’s high time I went to the hairdresser’s.’

Yes, I agree. It suggests ‘I should tell you ‘ - it’s a subjunctive.
