You know the use if articles is very difficult for Vietnamese people. I think both are correct.

In the first sentence, the year has already determined. Both the speaker and the listener have known the year (2000, for example). Thus, there is “the”.
In the second sentence, the year has not yet determined.Both the speaker and the listener have not known the year yet.

Is it right?
