It means something like this:
When I look at a person or study a situation, I form an opinion based on what I see or read or hear.
- “You seem to be a good person.”
a. You smile, you dress neatly, you work hard, and you are very courteous.
i. So I have formed the opinion that you are a good person.
ii. Of course, I may be wrong.
iii. Many times someone or something SEEMS nice (or bad), but the person or the situation may REALLY be bad (or nice).
- Mr. and Mrs. X seem to be a happily married couple.
a. They always look happy, they go to parties together, they hold hands all the time, and they have been married for 40 years.
i. Based on that evidence, it SEEMS to me that they are happy.
