I think he means something of reciprocity like this:

X: Wish you a happy new year!
Y: Same to you!

However, about the other two he alone could say.

A: My opinion is bla bla bla…
B: same to you (A). I agree with you. (Can we use ‘to’ here?)

Another one:
A: My opinion is bla bla bla…
B(and now looking at a third person ©): same to (A). I agree with him. (Can we use ‘to’ here?)

Those sentences don’t work well with any of the options.
1st person:
My opinion is the same as yours.
2nd person:
My opinion is the same as his.
