rise vs. rise up

Hi, what exactly is the difference between rise and rise up?

to rise is to ascend.
To rise up is to revolt.
However, to rise up to the sky means something like to protrude into the sky.

The addition of ‘up’ gives a more dramatic effect as in: The waves rose up as the ship made its way through the storm. It can also suggest rebellion as in: The peasants in the 14th century rose up in protest against their poor living conditions.
