With regard to your first set of three sentences, I suggest that you follow the format already given if you want your sentences to sound natural.

Your second set of three sentences are completely wrong.

I know that “They proposed us that we meet every Friday.” is wrong.
What about these sentences:
“They proposed to us that we meet every Friday.”?
“She suggested to me that I should go.”
“She suggested to me a good dictionary.”
“She suggested to me reading the whole book.”
Are they wrong?
Please confirm.

The sentences which use ‘…to me/us that…’ are okay. They aren’t great though. When said naturally, 'to me/us/ would not be used:
They proposed that we meet every Friday."
“She suggested that I should go.”

The word order is not natural in the others

She suggested a good dictionary (to me).
She suggested that I should read the whole book. / She suggested to me that I read the whole book.

The difference between them is that in the first three the recommendation is being made to someone else about you/him/her/me/them.
In sentence 4 the recommendation is being made to the object pronoun.

There’s nothing particularly British or exceptional about any of them.
(Your question should use ‘are’ not ‘do’.)
