Rather matey with somebody?

Hi, could you please tell me what kind of attitude you embrace when you are rather matey with somebody? I take it, it means something like friendly or sociable. (it’s probably the adjective of mate?)

But is there a second meaning to it that describes the opposite of being friendly?
