raced by = passed very quickly
The bus raced by without stopping to pick up the passengers.
When I was standing at the doorway, a man raced by me and dashed into the building next door.
The holiday seems to have raced by.
I would not say ‘raced by’ was an idiom. The structure is a verb followed by a preposition or adverb.
