What you mean is that they are currently on the tree, but you want to pick them, so you need to say ‘How can I get those mangoes off the tree?’

"Who is smoking there? (singular) - although your question is correct in the plural, it is not normally formed in this way. ‘What/Which people are smoking there?’ would be more common.

Your sentences are fine, though when typing in English there should be no space between the final word and the question mark.
“Who visits Sudan regularly?” would be correct.
