because you have used a question mark after ‘best’, you have effectively ended the sentence there and started a new sentence with the phrase ‘blond or brown’. This means that you would need a capital letter to begin ‘Blond’.

However, you will notice that this second phrase doesn’t actually make a grammatically correct sentence. It is really a shortened form of:
Which hair color suits me best? Is it blond or brown?
An alternative punctuation which avoids this would be:
Which hair color suits me best: blond or brown?

When you type a question mark (or full-stop/comma) you shouldn’t leave a gap before it. You should finish the word, then type the mark then leave the space.
You need to be careful with capital letters.

who loves cheese ? <-- Who loves cheese? (Capital letters are needed at the start of each sentence.)
what does " Black Gold " mean ? <-- What does “Black Gold” mean? (Notice where the gaps are around the inverted commas.)
which is more important : " Money " or " Love " ? <-- Which is more important: “money” or “love”?
where are the Angels ? <-- Where are the angels (No capital letter at the opening, but you seem to have added one where it isn’t needed.)
