The second would usually be considered the better option, because under normal circumstances the three actions (creating, publishing and visualising) combine to make one sequence - the act of map-making. Therefore the singular form ‘has’ is appropriate.

If for some reason the actions were to be considered totally independent of each other, rather than part of the sequence of map-making, then the plural form ‘have’ might be appropriate, but to treat the actions separately in this scenario would be quite unusual.

Please note that there is no space before commas and full stops. The space comes after the punctuation mark, not before it.
With the help of the Internet and accompanying tools, creating, publishing and visualizing online maps has become easier.
