Reading this, I would ask for clarifying some terminology: “youth culture in the library is under active development” (?)—perhaps “youth culture is widely represented in the library”.
Also I can’t get how leisure activity --actually what you like to do in your free time --could grow.
Perhaps you’re observing the youth attending libraries more willingly at their leisure.
It means that representatives of youth culture tend to use the library more often. Besides, leisure activity of the other community groups increases.
Youth culture in the library is under active development. A heightened interest in electronic media and the Internet is observed. The leisure activities of some community groups have also grown.
