play/raise/wreak havoc

Hello,

I was taking a test and ‘play’ was the only word marked as being correct here:

It has long been known that love can play havoc with hormone levels.

I can’t quite tell the difference among these three idioms: play/raise/wreak havoc – if there is one. Could any of the three be used in the above sentence?

‘play’ and ‘wreak’ are both possible in that sentence.
