Phrase "She weren't building to agree with us now"?

Hi,
Please tell me what this sentence means (a friend asked me but I have no idea  )

She weren’t building to agree with us now.

Many thanks in advance.
Nessie.

Do you think it’s the same with " She wasn’t cut out for … "?

If that is half of an IF-sentence, it might help to know the rest of the sentence (or the broader context). Otherwise, I can only say that, as a stand-alone sentence, the use of weren’t isn’t standard, and the intended meaning is a mystery to me. :?
.

No idea, Sophie.
