I just wonder if this way to say good bye is “informal”. Also, I’d like to know if there is any difference between saying "See you" and “see you when I see you”.

Yes, ‘see you when I see you’ is quite casual, and can be unfriendly as well as friendly. The speaker is unwilling to make a commitment as to when s/he might see you again.

‘See you’ is common, casual and unremarkable.
