Here is my suggestion. Peter continues to rock on the chair, and although he has fallen off his chair once, he has not learned the lesson.

I assume it’s not a rocking chair, and that he is tilting it back on 2 legs.
Did he fall off, or did it fall over with him?
There may be local idioms for this activity, but my suggestion would be:

“Peter keeps tilting his chair back, and although once he fell over backwards, he has not learned his lesson.”
