[color=green]Regular verbs= which are made by adding [color=red]“ed” like [color=green](reach, reached, reached), (walk, walked, walked), (watch, watched, watched) etc
[color=blue]Irregular verbs= there is no specific rule for these verbs like [color=blue](go, went, gone), (hit, hit, hit), (ring, rang, rung), (catch, caught, caught) etc

regular past verbs a lways end with the suffix “ed” and the past participle ( p.p)
e.g: present verb -----------past--------------------- p.p
- play---------------- played ----------------- played
- ask ------------------asked-------------------- asked
- change--------------changed--------------------changed
- cry------------------ cried------------------- cried
- But the irregular verbs varies from one group to another { we must memorize them by heart}, because they don’t have one rule to change them.
e.g: present verb-------------- past------------------ p.p
-eat----------------- ate----------------- eaten
-drive------------------ drove--------------- driven
-come------------------ came ---------------- come
- read----------------- read {red}--------------- read { red}
- cut ----------------- cut-------------------- cut

If I understoond your question perfectly, I would say" we often use the passive form when it is not so important ( who or what ) did the action in the sentence.
For example: we can say either:
=The house was built in 1700. OR
=The house was built in 1700 by Romans.

First of all, I would like from you to write English, and not to use for example 2= to
because if you are very serious in learning you must use it.
Answering your question as following:
1- we use " to have " ( have / has/ had)= to indicate an action that was happening in a certain time in the past, with a connection with the present.For exampl we say:
a- He/She/It has eaten the food. PS= we always put the past participle of the verb after ( has /have / had)
b- They/We/You/I have eaten the food.
Examples ( a+b) are called " present perfect"
c-He/She/It/ They/We/You/I had eaten the food.
c= is called past perfect.
2- we use ( have/has been+ past participle)as in passive which the rule of passive sentences always ( Object + auxiliary +verb (p.p)+(by agent).)
examples:
a-Tom has cleaned the room.( an active sentence)
The room has been cleaned. ( passive sentence)
b-Tom has cleaned the cars. ( an active sentence)
The cars have been cleaned. ( passive sentence)
