This university is one of the best in South Korea.

Is “universities” omitted after “the best” because it’s obvious?
Or Is “the best” an example for a collective noun? (An adjective used as a collective noun like “the poor”).

It’s omitted because it’s clear from the context that ‘the best’ refers to the best universities in South Korea. So, the sentence is a shortened version of “This university is one of the best universities in South Korea.”
