1- What does “That’s fine” means here? That’s good OR I agree?

You nailed it.
Both cases just mean general agreement. “That’s” is just referring back to “3:00”, which is what they’re agreeing to. Any of these would work:

Fine
That’s fine
Sounds good
Okay
OK
Great
