Yes, though the complement (“It’s not like anything I’ve seen before.”) is often implied.

It’s not a sentence. If you had written the entire sentence we would have had more of an idea about the original meaning.
In my experience it has never ever been implied, the end phrase is always, always stated.
It’s not like anything I’ve seen before.
It’s not like anything we’ve known before.
It’s not like anything you’ll have experienced before.
etc.
Without an end phrase it’s incomplete, vague and sounds ‘off’.
