Nepal, she says, is now seen as "the little engine that could"

Nepal, she says, is now seen as “the little engine that could” Dramatic proof of that comes in plans by India’s biggest business group, Tata, for a $2.5 billion investment in Nepal in steel, gas, coal and power.
Is the sentence above correct?
If then what is the meaning of the sentence?

Apart from the place-name, I have deja vu:

(The sentence is still structurally faulty.)

What kind of correction do you suggest?

As a minimum, a full stop is needed:
Nepal, she says, is now seen as “the little engine that could”. Dramatic proof of that comes in plans by India’s biggest business group, Tata, for a $2.5 billion investment in Nepal in steel, gas, coal and power.

I would also prefer an expansion of the second sentence:
Nepal, she says, is now seen as “the little engine that could”. Dramatic proof of that comes via plans by India’s biggest business group, Tata, to invest $2.5 million in steel, gas, coal and power in Nepal.
