Neck to neck !

I heard this expression “neck to neck”, but I’m not sure if I understood it correctly.

Does it use to say that there is an equivalent between two things?
and how can I use it in my speech?

“neck to neck” sounds wrong to me. The expression I know is “neck and neck”. It means that two things are very closely matched in a competition. For example:

“In the election, the two candidates are neck and neck.”
“The runners were neck and neck down the home straight.”

The expression originated with horse racing.
