What’s the difference between “national minorties” and “minority nationlities”?

National minorities can be of the same nationality but be in the minority for some other reason. For example, most of the blacks in my country are as American as most of the whites are, but they are a national minority because of they make up only 13% of the population.
However, in some countries you can have have minorities that are of a different nationality, as opposed to citizenship. In Slovakia there are some Hungarians and Ukrainians. In Russia you have some Japanese and Koreans. In Xinjiang you have the Uyghur. They form minority nationalities.
Keep in mind, however, that “national minority” is sometimes used as a synonym for “minority nationality”.
