“That’s just my two cents.” is an informal phrase which means ‘This is just my opinion/view. (It may not be worth much to you. You can accept it or reject the idea)’
You may also hear (AmE) ‘just my two bits’ and (BrE) ‘just my two penn’orth’, ‘just my tuppence-worth’ and similar.

It follows an opinion/view or idea, not a question.
My two cents, buddy = This is my opinion, friend. (So, the phrase is ‘two cents’ and it is used to politely express one’s own opinion. The word ‘buddy’ does not form part of it as is written)

(Note that it is always ‘one of my friends’ and ‘explain something’, not ‘explain [color=red]about’, but ‘explanation about/of something’ is possible.)
