  1. I understand that ‘Mofussil’ is a region of India, not a word which means ‘rural’. In either case ‘by mofussil route…’ does not make sense in standard English. Possibly:
    You can get to that village on a bus route through Mofussil.

  2. He is regarded as a great mufti (Muslim legal expert and adviser on the law of the Koran) among Muslims.

  3. ‘Mufti’ does not just mean ‘dress’. It is more complicated.
    It is civilian dress, but normally is only used of someone who would usually wear uniform. The sentence is possible within that context.
