There is a slight (rather than ‘silent’) difference in meaning between 1 and 2. ‘Mention’ suggests ‘talk about’. ‘Make mention of’ also means ‘talk about’ but gives the idea that it is only briefly mentioned.

Compared with “look”, does “take a look” mean not that seriously “look” at something?

Usually if you ask someone to ‘take a look at something’ you are inviting someone to look closely at something or examine it.
