Does “youths” refer to wayward young men? Or does it refer to young men who are not wayward?

It does not mean wayward. It means any young person, both male or female. The age is not exact, but generally it means teens, and maybe the years before and after the teens.

Young people, most likely late teenage boys.
When it is used, it might be paired with “wayward” as in “wayward youths”.

To my knowledge “youth” refers to a person who is not a child anymore but not yet an adult.
