meaning of 'You have blood on your hands'

I read this sentence from CNN news but I don’t understand deeply what does it mean.

Could any one explain me what ‘You have blood on your hands’ means?

Hi,

This suggests that the ‘you’ referred to is in some way responsible for the death(s) of someone or other people. You could refer this to a dictator who has ordered the killing of others but has not personally carried out the killing.
