The basic meaning of “retarded” is “delayed or held back (in progress or development)”. When used of people, it means “slow or limited in intellectual or emotional development or academic progress”. However, the word in this sense is now considered offensive, and is used mostly as an insult (“you are retarded” = “you are an idiot/moron/etc.”). Avoid using it.
(In other senses, “retarded” is OK to use, but is a fairly technical word. For example, you could say “the plant’s growth was retarded by lack of light”.)
There is no such word as “retarted”.

Sure, you can use “I am retarded” or “I am a retard” as an excuse.
It’s very self-deprecating though, and very off-putting, as I’m sure you understand. Just to get an understanding of what a retarded person looks like, google “retarded person” and switch to “IMAGES”.
