I strongly agree with this statement. Law and legal system are made for welfare of a society. To make a peace and justice in society is important, which is run by law and legal system. A moral behavior is important character of human personality. It is a principal of right and wrong behavior; it teaches how to live and response to the society. It shows nature and personality of a person.

We can make a rule to avoid a problem and law to solve a problem, if someone breaks a rule, we can solve it by law and legal system, but if person having no moral ethics can do same mistakes again and again.

Here are some examples which show that moral behavior cannot be legislated. A thief steals a property; a fraud person takes society to the clearance and terrorist make violence in society. We can punish them by making a law but they can commit mistakes again and again. It does not mean bean to them until and unless they realize their mistakes. A moral behavior is a part of human nature which can be developed by trust, honesty and sincerity, not by legislation.

Sometimes people know rules and legal system, but they use their brain to break a law. It happens because of lack of moral ethics. Another example is corruption. Now a day, corruption is a big problem; it destroys the whole society. They break rules right under the nose of law. Corruption never stops until people understand their duty and responsibility towards the society.

In summarize, moral behavior of people plays an important role in the development of the society. Many problems of modern society cannot be solved by laws because we cannot make laws for moral behavior.

Sometimes people /know rules/ARE AWARE OF THE/ and legal system, but they use their brain to break a law. It happens because of lack of moral ethics. Another example is corruption. The seeds of moral behavior are put during ones childhood and it is this period in which one acquires one’s conscience. As these are en rooted within one in their infancy it is in this time that they should be taught the difference between right and wrong. Though I would agree that it is difficult for systems to govern moral behavior but the role of such institutions is very vital at least preventing further development of crimes.

Laws help to maintain a stasis in the society. These rules direct people to follow a required behavior. For instance the punishments imposed by the laws often makes one think before they commit a felony. One might fear to loose their social status because if they are caught then they would automatically isolate themselves from their society. Because no society accepts criminals. People would fear them and will not prefer to befriend them. Even those who used to be their close one’s before would hesitate from them. And hence they would never be able to live the same life again. They would be ostracized from everywhere. Such realization would be enough for one to think before they commit the crime. Therefore the laws and regulations are important.

Further such systems provide justice to the victim who suffered the brutal deeds of the accused. With these system people could have a place where they can speak up about the torments casted upon them and hope for justice. Had there been no such organization then most of the people would go on to take the revenge themselves resulting in a messd up society. Also, it will promote other people to involve in such anti social activities under no regulating influences. For instance the people at Pitcairn island, which once seemed as a remote paradise in south pacific region, were revealed to be involved in child abuse since generations. As the island was remote their was no governing body and the men there free from any limitations carried out a series of rapes on the tourists girls who were thralled and not allowed to leave. The absence of laws and regulations promoted this from one generation to another until recently they were exposed by one of the victim. So it is quite awful to imagine a society without governing systems.

However in the modern society the level of crimes has gone far up beyond the control of legal powers. For instance we have seen that in many countries the government itself is facing the problems such as corruption and bribery. In such case the legal system which which runs with the support of the government find themselves helpless and often fail to work under the influence of power. We have the example of the eastern country India where the recent 2G scam has revealed the involvement of many government officials. Many of whom are not yet indicted only because they have power.

Therefore though it cannot be said that laws and regulations are very effective but they are important for sophistication of the society. In order to solve the problem completely the moral behavior of the people is to be regulated. There is a need to inculcate in people not to choose such path of crime. With proper education only the children could be prevented from choosing the wrong path. If from the childhood only if children are illuminated about the ill-effects of committing a crime and are imparted proper behavioral education it will enhance their judgment in choosing between the good and bad.

To conclude I would reaffirm my point that legal systems are vital for promoting society but the effective way to solve the problem is to regulate proper moral behavior. But as the moral behavior develops during childhood so laws and legal system cannot legislate them so it is the responsibility of parents and school to preach proper ethics to children which will prevent them from committing crimes.
