‘Make time for/to X’ = re-arrange one’s schedule to accommodate X activity.
‘Take time for/to X’ = stop doing something else and do X.

If you think you have no time, you make time out of the “no time”: you make efforts to squeeze out time.
If you think you still have some time, you take time: you take the whole or part of the “some time” to spend.
