Those are just vague and general terms, Basitpasha, with no standard definitions. Many institutions and textbooks make their own definitions for the purposes of instruction and evaluation, and they usually define more than those 3 levels. For instance, HERE is a description of levels of competence in Russian issued by the Russian Ministry of Education and Science.
