Could you take the sentence as valid: “Usually, even the best dictionaries lag behind when it comes to new words (already) circulating for some time among some groups of people.”?

It really depends how long ‘lag behind’ indicates. I know from what I have heard that the Oxford English Dictionary has to be satisfied that a ‘new’ word has to have been used a certain number of times in written form before it can be included in the dictionary. I think you have to accept that some words have a very short shelf life and don’t survive long enough to be included in a dictionary.
