“It won’t be soon before long” is the album title from Maroon 5 band. I do not know what they give these words as album’s name.

As far as I know “soon before long” is informally used in such as songs. It simply means “in the near future”. The rhetorical use of two similar-meaning expressions is just for emphasis.
Songs frequently don’t make grammatical sense Waiyin. This one doesn’t even seem to have a title which makes grammatical sense.
‘Before long’ means ‘in the near future’.
‘soon’ also means ‘in the near future’
The two are not used together.
