'it is questionable IF' or 'it is questionable THAT'

I am stuck between the two ways of stating that it is not clear [IF/THAT] something blah-blah…

Please give us something more to go on, unomyname.

well, I reworded the sentence that I was going to write. It was awkward even without the “if/that” problem.

So here is something for the sake of example / learning…

It is questionable [if / that] he can sing
It is questionable [if / that] it is going to rain today

PS I know that the use of it-phrases should be minimized. This is why I rephrased my original sentence. I just need to know which of the if/that should be used in this structure…

It is questionable [if / that] he can sing

It is questionable [if / that] it is going to rain today

You have posted a very unusual sentence / question.

Best that I can do.

Does he say that he can sing.?

Did he say that it was going to rain today.?

Ask someone else if he can sing.

Ask someone else if it is going to rain today.

I know it is unusual. That’s why I posted it… LOL…

Actually, the same problem would be with

It is not clear [if / that]
It is doubtful [if / that]
and similar words…

Because you are not sure about the outcome of these two sentences, hopefully ‘’ if ‘’ can be applied.

It is questionable [color=blue]if it is going to rain today

By the same yardstick, you are questioning the ability to sing and possibility of it raining
