The table should be cleaned in responsible, not in a flippant or casual manner. So, the word is not redundant.

To me it means to act responsibly, be a good neighbor. Dispose of your own trash so someone else doesn’t have to deal with it.

Stick the adverb next to the verb.
Responsibly clear the table…
Break the sentence down. It has three components which commonly go together.
Statement or imperative
Condition
Reason or result
Placing the condition first often makes it more clear.
(usually followed by a comma)
If it rains, [then this]
If you are at university, [then this]
At the end of the week, [then this]
After the meal, [then this]
Next is the statement or imperative.
If it rains, use an umbrella.
If you are at university, study hard.
At the end of the week, turn in your time card.
After the meal, responsibly clear your table.
Put the reason or result at the end.
If it rains, use an umbrella so you don’t get wet.
If you are at university, study hard so you can get a good job.
At the end of the week, turn in your time card to get paid for your work.

Putting the adverb next to the verb is a huge improvement, but I’m not sure you can clear in a responsible manner. Perhaps you can, but I think the intent here is that because you are a responsible person, you will clear the table.
“As a responsible student, please clear your table for the next user.”
Or, since this looks like it’s probably a cafeteria sign:
“You are responsible for clearing your table [after your meal].”
