Is the sentence correct?

The importance of reading culture development has been posed for decades, but has not been solved by library and information science yet.

Is it ‘importance’ or ‘problem’? The first part of the sentence is not clear.

Maybe, is the following sentence better?

The importance of reading culture development has been stressed/underlined for decades, but has not been solved by library and information science yet.

Not sure importance could be ‘solved’.

Message one: The importance of reading culture development has been stressed…
Message two: Mystery of reading culture development has not been solved yet.
To me, it would sound better in two sentences.

The need for reading culture development has been stressed for decades, but it has not been fully met by library and information science yet.
