Is the sentence correct?

Hi, please, could you check if the following sentence taken from the abstract is correct?

The term “information literacy assistance” is proposed to consider as the most functional both at the legislative level and in the library community.

The middle phrases don’t make sense.

What is doing the considering and being considered?
The most functional what?

The paper is devoted to information literacy in the developing countries. It covers such concepts like “information literacy”, “literacy development” and “literacy tools/methods”. The problem of information literacy support is complicated from the terminological point of view. The term "information literacy assistance” is proposed to consider as the most functional both at the legislative level and in the library community.

“functional” relates to the term of information literacy. Is it acceptable to omit noun after “functional” in this case? Or is it better to use synonym e.g. concept? How about using complex subject “…is proposed to consider…”?

It is proposed that the term “Information Literacy Assistance” is the best phrase which can be used to describe the concept, both at a legislative level and within the library community.
